Horizontal wood bracing not tacked to roof joists

In this case, a picture really says a thousand words...so we'll give you several views of the horizontal bracing hanging at an angle. What really caught my eye (and made me wonder about the thoroughness and the eyes of the Garner framing inspector!) is that the wood in question was obviously tacked to something because there are nails at the dangling end of the horizontal piece of wood. Along the front of the house, there are a few of these dangling pieces.

The story so far is that they intend to suspend something from these horizontal bracers and whilst that might be true, one might consider that they should hardly be left dangling for safety if nothing else!
